The proud custodian
A first-generation graduate, D Jai Sankar, Indian Audit and Accounts Services Officer (IA & AS), is convinced that the country cannot be run by any single department and requires the combined efforts of all civil servants. “Of course, the popular options among students will remain IAS and IPS, with IFS following close. We, as custodians of the government, need to take collective responsibility,” begins the 39-year-old.

Sankar completed his BSc agriculture from Annamalai University, Tamil Nadu, in 1989 and subsequently enrolled for an MSc in agriculture in Tamil Nadu Agricultural University in 1994. He attempted the UPSC exams twice and worked as a plant breeding scientist in Indian Council for Agricultural Research before joining IA&AS in 1999-’00. He assumed his current post as Protector of Emigrants and Secretary to the Government under CAG in 2009. He has also worked in the capacities of assistant accountant general trainee, deputy accountant general, deputy director of audit and examiner of local accounts in Bihar. readmore...

All PoE offices to have live portals soon

Buoyed by the positive response generated by the live portal developed and maintained by the Protector of Emigrants (PoE) here, the Ministry of Overseas Indian Affairs plans to expand the online framework to all nine PoEs across the country.

"We initiated this portal for people in this region who go abroad for work. It has turned out to be a big success. We are already seeing its results, as people inform us of any fishy activity by recruiting agents," D Jai Sankar, Protector of Emigrants (PoE), Chennai told PTI.

PoE Chennai had suggested that this framework be expanded to other regions in the country, which the Ministry has accepted, he said.

Representatives from all PoEs would visit PoE Chennai, the only office under the Ministry to hold the ISO 2000 quality certification, by this month end or early July for a conference, where they will be told how the portal works.

Apart from Chennai, PoE offices are located in New Delhi, Mumbai, Kolkata, Hyderabad, Thiruvananthapuram, Kochi, Chandigarh and Jaipur.

The portal, developed and maintained by PoE Chennai and which is presently on a trial run basis, has a list of all recruiting agents registered with them, including those that are blacklisted.

Forthcoming job interviews by foreign companies with day and month forms one of its features as well.

"We are also in the process of making the content in the portal available in southern languages -- Tamil, Telugu, Malayalam and Kannada," Sankar said.

Recruiting agency proprietor detained under Emigration Act
Protector of Emigrants (PoE), Chennai, has detained V. Muthukumar, proprietor of IMK Human Resource Service, and two of his office employees for allegedly submitting fake employment visas and obtaining emigration clearance for 59 workers for illegal deployment to Qatar.

An official release issued by PoE on Wednesday said IMK Human Resource Service, Chennai, is a registered recruiting agent under the provisions of Emigration Act, 1983, and operating under the jurisdiction of PoE Chennai. readmore...

Agent forges papers for Qatar visa, held
Acting on an email alert from a stranded Tamil worker in Qatar, protector of emigrants, Chennai, D Jaishankar on Monday detained proprietor of recruitment agency IMK Human Resource Service V Muthukumar and two of his employees for submitting fake employment visas and obtaining emigration clearance for 59 workers for illegal deployment in Qatar. TN nurses work amidst bombings in Yemen
Hundreds of Tamil nurses are holed up in the military hospital at Sanna in strife-torn Yemen for over a week without proper food and water.

Worse still, there is constant fear of death as bullets and bombs keep flying around as the women are forced to duty for tending to the military personnel injured in the rebels’ attacks.

Three held for overseas employment racket
Three persons who allegedly operated a fake overseas manpower agency were arrested during a raid conducted by the Protector of Emigrants here on Monday.

According to a press release, a city-based agency advertised through bulk SMS that heavy vehicle drivers were being recruited for a firm in Kuwait and loading/unloading workers for a firm in Saudi Arabia. Illegal overseas manpower agency sealed
The Protector of Emigrants (PoE) has sealed the premises of an illegal overseas manpower agency in Mannady and arrested two persons while conducting a recruitment drive on Tuesday.

An official release issued here on Wednesday said that they unearthed a large scale illegal recruitment drive. A representative from the Mumbai-based registered recruitment agency was also arrested for availing of the services of Mohammed Noorudeen, the proprietor of Caliber International Travel Service, Mannady. Emigrants' office tightens noose on touts and agents
A year ago, the office of the protector of emigrants in Chennai used to be run virtually by touts and agents. But last year's Central Bureau of Investigation (CBI) raid on the premises and the subsequent arrests of former protector of emigrants R Sekar, along with five of his colleagues and three agents on charges of corruption and forgery, have led to tightening the noose on unscrupulous agents.
